The Appraisal Process
What the appraiser does and what happens if the value comes in low.
Watch on its own pageHow does buying in a planned community with an HOA affect my loan?
The lender reviews the association's finances and rules in addition to your own. Dues count in your debt-to-income ratio, and the type of ownership (fee-simple lot vs. condominium) determines how much project review is required.
Master-planned communities bring predictability (architectural standards, maintained common areas) and paperwork. Expect the lender to ask for:
- Current dues and the budget. Dues are added to your monthly housing expense for qualifying. Large reserves and a clean budget make underwriting easier.
- CC&Rs and any rental restrictions. If you plan to rent the home, even occasionally, check the covenants first. Rental caps can also affect condominium eligibility.
- For condominiums: an HOA questionnaire covering owner-occupancy, reserves, insurance and litigation. Conventional lenders need the project to be "warrantable"; FHA and VA need project approval. Townhomes on their own lots avoid most of this.
- Special assessments. Ask whether any are pending; lenders factor them in and sellers often negotiate them.
Frank has lenders that specialize in condominium and planned-community review and others that do not; choosing the right one up front avoids a late-stage surprise.
The home is on the river. Will I need flood insurance?
If any part of the structure is in a FEMA Special Flood Hazard Area, a federally backed lender will require flood insurance and escrow the premium. Many riverfront lots in Dover are near the mapped floodplain, so check the specific parcel early.
Flood insurance is one of the most common surprises on waterfront purchases because it changes the monthly payment. Look up the address on the FEMA Flood Map Service Center (opens in a new tab) and ask the seller for an elevation certificate if one exists; a certificate showing the structure sits above the base flood elevation can reduce the premium or support a Letter of Map Amendment removing the requirement.
Premiums under the National Flood Insurance Program depend on the structure's elevation, construction and distance to water. Private flood policies are also available and sometimes cheaper. Get the quote before you are deep into the contract so Frank can include it in your qualifying numbers.
Docks, boat slips and shoreline improvements are usually noted by the appraiser but not always given full value. If a slip is deeded separately or leased from the marina, tell your lender; it may need to be documented as a separate asset or expense.
How do appraisals work for unique riverfront and view homes?
Appraisers need recent sales of similar properties, and in a small market like Dover those can be scarce. A well-prepared appraisal uses sales from Sandpoint and the broader lake area with adjustments; a low appraisal can be challenged with better comparables or resolved with a price change or a larger down payment.
Three things help:
1. Lender choice. Some lenders use local appraisers with lake-country experience and a reasonable review desk; others route everything through a national management company that cuts value when comps are thin. Frank will steer toward the former for unusual homes. 2. An appraisal contingency. It lets you renegotiate or walk away if value comes in low. Waiving it in a competitive situation means being prepared to cover the gap in cash. 3. Documentation. If the home has significant recent improvements, provide receipts and permits; the appraiser can only credit what is documented.
Conventional loans use the lower of price or appraised value for the loan-to-value calculation. VA uses its own Notice of Value process, with a "Tidewater" step that lets the agent submit additional comparables before a low value is finalized.
Can I buy a Dover home as a second home or vacation property?
Yes. Second-home financing typically requires 10% down and that you use the home yourself part of the year; investment-property or DSCR financing applies if it is primarily a rental. HOA rental restrictions may limit short-term rentals.
Dover's marina community attracts buyers from Spokane, Seattle and beyond who want a lake-country getaway. Second-home loans price between primary-residence and investment loans and require the home to be a reasonable distance from your primary residence and suitable for year-round use. You can rent it out occasionally, but a property managed as a full-time rental is an investment property.
If rental income is the plan, a DSCR loan qualifies on the property's expected rent rather than your personal income; run the numbers with the DSCR calculator. Check the CC&Rs for rental minimums before you buy. The Sandpoint second home and investment guide covers reserves, occupancy rules and tax considerations in more depth.
I'm selling in Dover and buying elsewhere. How do I plan the numbers?
Estimate your net proceeds (sale price minus payoff, commission, title and escrow fees; Idaho has no transfer tax), then decide whether to buy first, sell first or make a contingent offer. Frank can pre-approve you under each scenario.
Our net proceeds calculator itemizes a sale so you can see what will actually be available for the next down payment. From there:
- Sell first is cleanest for qualifying but may mean a short-term rental in between.
- Buy first works if you qualify carrying both payments; a bridge loan or HELOC can fund the down payment, and many lenders allow a recast after the sale to lower the new payment.
- Contingent offer keeps you safe but is less attractive to sellers in a tight market.
Frank prices each path so you can compare the cost of a bridge loan against the risk of a double move. Start a quote or call to talk through timing. Estimates discussed before underwriting are not a commitment to lend.
